The IE11 Automatic Update Blocker Toolkit can be used to prevent IE11 from being automatically installed on user's Windows 7 SP1 machines when it is available via Automatic Update. This Toolkit has no expiration date and is configured either by running the registry file on the client machine or by deploying Group Policy in domain joined environments. The toolkit also provides an unblock procedure that allows IE11 to be installed through Automatic Update.
When IE11 Release Preview is installed on Windows 7, the IE11 Automatic Update Blocker Toolkit does not block automatic deployment of IE11. This ensures that users running IE11 Release Preview continue to receive the latest security fixes. Additionally, the toolkit does not prevent users from manually installing IE11 from the Microsoft Download Center.

Toolkit to Disable Automatic Delivery of Internet Explorer 11
After you download and extract Blocker Toolkit, follow these steps to disable automatic delivery of IE11
- Launch an elevated Command Prompt by navigating to Start > All Programs > Accessories > and then right click on "Command Prompt" and select "Run as Administrator". Type "CD" followed by the path to where you have extracted the 4 files.
- In the Command Prompt, type "IE11_Blocker.cmd /B" and hit Enter to set the blocker on the machine.
- You will see confirmation in the Command Prompt: "Blocking deployment of Internet Explorer 11 on the local machine. The operation completed successfully." You can now close the Command Prompt window.
Note: To enable automatic delivery of IE11, run "IE11_Blocker.cmd /U" in the Command Prompt.

Note:
- For computers running Windows 7 or Windows Server 2008 R2, the Blocker Toolkit prevents the machine from receiving Internet Explorer 11 via Automatic Updates on the Windows Update and Microsoft Update sites.
- The Blocker Toolkit will not prevent users from manually installing Internet Explorer 11 from the Microsoft Download Center, or from external media.
- Organizations do not need to deploy the Blocker Toolkit in environments managed with an update management solution such as Windows Server Update Services or System Center 2012 Configuration Manager. Organizations can use those products to fully manage deployment of updates released through Windows Update and Microsoft Update, including Internet Explorer 11, within their environment.
- Even if you used the Blocker Toolkit to block Internet Explorer 8, Internet Explorer 9, or Internet Explorer 10 from being installed as a high-priority or important update, you will still need to use the Internet Explorer 11 version of the Blocker Toolkit to block Internet Explorer 10 from being installed. There are different registry keys used to block or unblock automatic delivery of Internet Explorer 8, Internet Explorer 9, Internet Explorer 10 and Internet Explorer 11.
